This was 2009, in the midst of an economic collapse. Part of the reason for the economic collapse was a company called AIG. They'd insured some bad loans; when the loans defaulted AIG asked the USA government for money. The government did so. Maybe this was because AIG's Houston office flew a humungous USA flag off of its roof. That flag looks like it must be two stories tall.
