On a tech writing project, the two fundamental questions are Who is the audience? and What are they trying to do? Simple questions, yet they drive everything. (Well, they should drive everything. For folks who aren't into technical writing but who nevertheless are asked to technical-write, I suspect the two fundamental questions are "What do I want to explain?" and "Do I have to?")
