England Plus Paris: Part 10: What's wrong with this teapot?

What's that thing doing on the teapot? Is its sole purpose to make the lid difficult to remove? Or is it also supposed to encourage tea to nestle by the spout through the magic of capillary action, and there to become a festering ground for bacteria?
